Quick verdict
For most freelancers: Xolo Leap Starter — €59/month, no setup fee, €1,054 in year one including state fees and a Wise account. Best dashboard in the market, the only provider I've used myself, and the Wise sync that removes bookkeeping from my week.
If you want the lowest year-one number: Unicount (€893) or Enty (€1,012). Both are cheaper than Xolo. Both give you less hand-holding, and neither has a support team I'd trust with a messy cross-border tax question.
If you need legal work, not just bookkeeping: 1Office (€1,476) or Comistar (€1,060). Both are Estonian firms with lawyers on staff.
If you already have a company and only need the legal minimum: Dalanta at €124/year for legal address and contact person, plus bookkeeping from €59/month.

I've been an e-Resident since 2015 and a Xolo customer since 2017 — back when they were still called LeapIN. I have not personally used the other eight providers on this page. Everything I write about them comes from their published pricing, the official e-Residency Marketplace, user reports, and conversations with people who run companies through them. I say so explicitly rather than pretending to firsthand knowledge I don't have.
What year one actually costs
Year one for a solo Estonian OÜ costs between €893 and €1,804 depending on which provider you pick. Every comparison you'll read online shows monthly prices. Monthly prices hide setup fees, mandatory annual add-ons, and the state fees you pay regardless. So I built one number instead.
Here is exactly what goes into it. Read this before you read the table.
- Scenario: one person, one Estonian OÜ, registered online with an e-Residency card. No notary, no employees, no share capital contribution.
- State fees: €265 company registration plus a €25 registry/API fee plus 24% Estonian VAT on the €25 = €296 total. This is identical for every provider. Where a provider bundles state fees into its formation price, I don't add them a second time.
- Provider fee: twelve months at the provider's cheapest tier that actually includes accounting and the mandatory legal address plus contact person. Where those are sold separately, I add them.
- Banking: €50 one-off for a Wise Business account. No monthly fee after that.
- VAT: provider fees are shown ex VAT. Estonian providers add 24%. If your company is VAT-registered, you reclaim it, which is why I compare ex-VAT numbers.
- Not included: the €100-120 e-Residency application fee itself, share capital, and anything you buy on top.

Two notes on that table, because honesty about the gaps matters more than a clean grid.
Companio does not state publicly whether its €390 setup fee covers the state fees. I've added them separately, which is the conservative reading. If Companio includes them, its year-one total drops to €1,508 — still the most expensive on this list.
Dalanta publishes a notary-based formation price (€1,190 + €265) but no price for online formation with an e-Residency card. Without that figure there is no comparable year-one number, so I've left it blank rather than guessing. If you already have a company and are only switching service providers, Dalanta is the cheapest maintenance option here at €832 per year.
Cheapest year one: Unicount at €893. Most expensive: Companio at €1,804. The gap is €911 — roughly what a freelancer bills in a day and a half. Don't let it be the only thing you decide on. Last verified: 18 July 2026
How I rank these providers
I rank on four things, weighted in this order: reliability, total cost, support quality, and platform. Nothing else moves a provider up or down.
Reliability (40%). Has the company been around long enough to have handled a real tax audit? Does it file on time? A cheap provider that misses your annual report deadline costs you more than the money you saved. Track record beats features.
Total cost over twelve months (30%). Not the headline monthly price. The number in the table above.
Support quality (20%). How fast do they answer, and can they answer a hard question? "What's my VAT obligation on a US client invoice" is the test. Chat response time is easy to advertise. Getting a correct answer is not.
Platform (10%). The dashboard matters least. It's the thing every provider markets hardest and the thing that affects you least once your setup runs.
Affiliate disclosure, stated plainly

So read my Xolo recommendation with that in mind. Here's the honest counterweight: on pure year-one cost, Unicount and Enty both beat Xolo, and I say so at the top of this page in the position where a purely commercial site would put its highest-paying partner. I recommend Xolo because I've run my own company on it for nine years, not because it pays.
Every price on this page was verified against the provider's own website or the official e-Residency Marketplace on 18 July 2026. Where a provider doesn't publish a figure, I write "not published" instead of estimating.
The providers in detail
Xolo — the market leader, and my own setup
Xolo manages more e-Resident companies than any other provider and charges €59/month for its entry tier with no setup fee. Their company-management product is Xolo Leap, in four tiers, all ex VAT, with state fees paid through the platform:
- Leap Starter (€59/month): the essentials for a solo company
- Leap Standard (€99/month): the sweet spot for established freelancers
- Leap Pro (€139/month): higher revenue, more complex businesses
- Leap Premium (from €259/month): maximum hands-on service
Xolo Go is a separate €0/month pay-as-you-go product for invoicing without your own company. It is not company management, and people confuse the two constantly.
The Wise integration is the reason I've never switched. Transactions sync automatically and get categorised. I spend five to ten minutes a month on bookkeeping. My accountant once caught a miscategorised expense that saved me €340 in tax. In nine years: zero missed deadlines.
The honest downsides: no German-language support since around 2020, and the tiers climb fast once your volume grows.

Unicount — the cheapest year one
Unicount costs €893 in year one, the lowest number on this page. Formation is €296 including the state fees. The catch is the virtual office at €199/year plus VAT, which is mandatory when you register through them.
Their accounting plans, effective 1 July 2025, all plus 24% VAT: LITE €29/month, MICRO €99/month, STANDARD €149/month, PREMIUM €290/month, ADVANCED from €490/month.
Note the jump from LITE to MICRO. €29 to €99 is a 241% increase with nothing in between. LITE works for a company with a handful of invoices a month and no VAT registration. The moment you register for VAT, budget for MICRO — and your year-one total becomes €1,733, worse than Xolo. The cheap entry price is real but narrow.

Enty — software-first, priced per reporting need
Enty charges €60 plus €290 in government fees to incorporate, and prices accounting by what your company actually has to report rather than by revenue tier. All ex VAT:
- Annual Reporting €51/month — companies not registered for VAT
- Monthly Reporting €93/month — VAT-registered businesses
- E-com & B2B SaaS €110/month — high transaction volume
There's also a standalone software tier at €22/month or €259/year covering invoicing, contracts with e-signing, and reconciliation — but no accountant. The mandatory contact person is included in the paid subscription plans.
Enty is the best-structured pricing on this list. You pay for the reporting obligation you have, which is the thing that actually drives accounting work. The trade-off: Enty is a software company that added accounting, not an accounting firm that added software. For a straightforward EU-invoicing business, that's fine.

e-Residency Hub — the widest tier ladder
e-Residency Hub charges €296 for formation, including the €265 state fee, and runs the most granular tier ladder in the market. All plus 24% VAT, with legal address and contact point included in every plan:
- Ultralight €10/month — the legal minimum, no real accounting
- Micro €59/month — entry tier with accounting
- Lightweight €79/month
- Standard €99/month
- e-Commerce from €175/month — also the quoted starting point for companies selling digital services
That €10 Ultralight tier is genuinely interesting for a dormant company or a holding structure that files once a year. At €120 plus VAT annually it's the cheapest way to keep an Estonian OÜ legally alive that I found while researching this page.

Comistar — Estonian firm, lawyers included
Comistar charges €470 per formation including the state fee, and bundles legal address and contact person free into every subscription. Their plans, ex 24% VAT:
- S €45/month — seven services
- M from €89/month — ten services
- L from €159/month — fifteen services
The high formation fee is offset by the lowest entry subscription of any full-service provider here, which is why Comistar lands at €1,060 in year one — within €6 of Xolo. Comistar is an Estonian firm doing incorporation, accounting, tax and legal advisory. If you expect to need a contract reviewed or a trademark filed, that's worth more than a nicer dashboard.
Their own website is behind bot protection, so I verified these figures against Comistar's listing on the official e-Residency Marketplace rather than their pricing page.

1Office — the full-service option
1Office charges €315 once for formation, including the €265 state fee, plus €15/month maintenance and accounting from €75/month. Full-service accounting starts at €135/month with a €100 setup.
They offer the widest service range on this list: legal support, notarial services, trademark registration, and physical office space in Tallinn from €200/month. Every plan includes a dedicated accountant.
The downsides are structural. Modular pricing adds up — that's how €315 plus "€15/month" becomes €1,476 in year one. Only LHV banking integrates, so no Wise auto-sync. And support response times run 2-5 business days according to community reports.
Companio — no longer the budget option
Companio costs €89/month plus a €390 setup fee, which makes it the most expensive year-one option here at €1,804. It was the cheap alternative to Xolo for years. After Xolo's pricing restructure, that framing is dead.

- Ultra €594/month — high volume
What you still get: a genuinely good onboarding flow, a clean dashboard, and the only Spanish-language support in the market. Companio is based in Barcelona, and for a LatAm or Spanish founder who wants to discuss VAT in their own language, that is worth €30/month and a setup fee. For everyone else, it's a harder case to make.
Dalanta — the minimum, done properly
Dalanta charges €124 plus VAT per year for legal address and contact person — the cheapest compliant option I found. A five-year lock costs €545 plus VAT, an effective €109/year.
Bookkeeping starts at €59/month plus VAT. Payroll is €5 per employee per month. An annual report starts at €75. Notary-based formation is €1,190 plus €265. What they don't publish is a price for online formation with an e-Residency card, and bookkeeping is quoted individually above the €59 floor.
Dalanta suits a specific case: you already have an Estonian OÜ, you don't need a platform, and you want to unbundle. €124/year for the legal requirement plus an accountant only when you need one is a real strategy for a low-activity company.

Which provider fits your situation
The right provider depends on your revenue, your VAT status, and whether anyone besides you gets paid by your company. Five common situations:
Solo freelancer under €5,000/month. Xolo Leap Starter at €59/month. You need clean invoicing, VAT filing, and an annual report. That's it. If you're not VAT-registered and want the lowest number, Enty's Annual Reporting plan at €51/month or Unicount LITE at €29/month both work — accept less support in exchange. Solo freelancer over €5,000/month. Xolo Leap Standard at €99/month or Pro at €139/month. Above this revenue the tax questions get real — permanent establishment risk, dividend timing, cross-border withholding — and support quality stops being a nice-to-have. At €5,000/month, one wrong answer costs more than a year of the price difference. Read taxes explained before you decide.
Agency with contractors. 1Office or Comistar L. Once you're paying subcontractors, you have payroll-adjacent reporting, contract questions, and possibly employment classification exposure. You want a provider with lawyers, not just bookkeepers. Dalanta's €5 per employee per month payroll is the cheapest add-on if you go the unbundled route. See the agencies guide.
E-commerce with OSS obligations. e-Residency Hub's e-Commerce tier from €175/month, or Enty's E-com plan at €110/month. One-Stop-Shop VAT reporting across EU member states is genuinely complex work, and it's the one area where paying up front is cheaper than fixing it later. Do not put an OSS-registered shop on a €29/month plan. Details in the e-commerce guide.
SaaS with recurring revenue. Enty's E-com & B2B SaaS plan at €110/month, or Xolo Leap Pro at €139/month. Recurring revenue means deferred revenue recognition, subscription VAT across jurisdictions, and usually a reverse-charge mess. Enty prices this explicitly; most providers don't. If two providers are within €150 of each other over a year, pick the one with better support and stop optimising. €150 is under two hours of billable time for most people reading this. The decision is not worth a week of research.
What switching actually costs
Switching providers takes 2-4 weeks and does not touch your company. Your OÜ, your registration number, your entry in the Estonian Business Register, and your bank account all stay exactly as they are. Only the service contract changes.
Here's the sequence. Your new provider needs your accounting data — general ledger, open invoices, fixed asset register, and the last filed annual report. Your old provider is legally required to hand this over; in practice, some take their time. You update the contact person and legal address in the Business Register, which your new provider files for you. You reconnect your bank feed. Then you check that the handover landed in the same financial year cleanly.

Verified against provider terms, 18 July 2026. Switch right after your annual report is filed — mid-year handovers create reconciliation work that someone has to pay for.
The one real rule: switch immediately after your annual report is filed, not before. A handover mid-financial-year means two sets of books for one period, and reconciling that is the part that generates surprise invoices.
Banking: pick this before you pick a provider
About 80% of e-Residents use Wise as their primary business account, and it costs €50 once with no monthly fee after that. This matters for provider selection, because only Xolo and Companio auto-sync with Wise. 1Office integrates with LHV only.
If automatic transaction sync matters to you — and it should, it's the difference between five minutes and two hours of bookkeeping a month — that constraint narrows your provider list before price does.
